It's the Mouse House's booklet for newbies back in the 1930s (it came out the same year my father started at Hyperion, as a matter of fact). And it's well worth perusing via the link above. Of course, some of the content is a trifle quaint:
STORY MEN must be able to draw. The stories are not written but are visualized in sketch form.
Obviously our predecessors back in the 1930s hadn't heard of animation scripts. Lucky for me that all changed by the time I got to be an animation writer in the glorious 1970s and 1980s.
